Short Course: Planning and Design of Car Parking for Activity Centres Wednesday 9 May and Thursday 10 May In October 2002 the State Government released its strategy plan for Metropolitan Melbourne: Melbourne 2030. This has led to a spate of structure plans for activity centres, a major component of which is inevitably the planning and design of car parking. The provision of car parking (amount & design quality) is a difficult task involving numerous tradeoffs between the need for more parking spaces, with its concomitant reduction in other more productive uses, and the limitation of car parking that may threaten shopping viability. It is observed that this car parking component is often poorly resolved (DSE 2005: Activity Centre Design Guidelines, Element 8: Car Parking): Car parks are often poorly designed and located, and create unpleasant and potentially unsafe environments, and pedestrian barriers between different developments and the surrounding neighbourhood. Car parks must be available for an activity centre to remain viable, though the efficacy of their use, and their location and design can be improved to ensure pedestrian and cycling environments are not degraded. This course brings together as presenters several planning consultants and government officials who have grappled with the dilemmas involved in the appropriate provision and design of car parking.
